Starting September 2008, Project Space launched a two and a half year project aiming to strengthen the system of private enforcement in Bulgaria. The project is funded by the Dutch government through the Matra Program and is managed by the Center for International Legal Cooperation (CILC). Project objectives include a harmonized legislative framework, an enhanced professional competence of private enforcement agents and their staff, and an increased awareness and understanding of the system of private enforcement among other legal professionals and the general public. The Chamber of Private Enforcement Officers will be the main beneficiary and implementing partner in Bulgaria. Project Space will be coordinating the work on site on behalf of CILC.♦ Project Space organized a visit of a Bulgarian high level delegation to Serbia in the period September 8-12. The delegation was led by the Bulgarian Deputy Minister of Justice, Ms Sabrie Sapundjieva and included also Ms Maya Kiprinska, member fo the Supreme Judicial Council. They met with the Serbian Ministry of Justice to exchange ideas and experience from the Judgment Enforcement reform effected in Bulgaria. Following the Study Tour from April this year, the Serbian enforcement working group decided to adopt the Bulgarian model of judgment enforcement and is presently finanlizing the drafting of a new Enforcement Law to introduce private enforcement agents, paralel to the existing court enforcement clerks. Members of the Bulgarian delegation, among whom Zlatislava Mihailova, Managing Director of Project Space, presented the Bulgarian reform characteristics and latest statistical data to the Annual Conference of Commercial Judges in Serbia and took part in the Enforcement Discussion Panel. We are hoping that the successful cooperation between the two neighbouring states will continue and deepen during the reform implementation stage.♦ On April 7-9, 2008 Project Space organized a study tour for a Serbian delegation aiming to get acquainted with the existing model of judgment enforcement in Bulgaria, characterized by a parallel state and private enforcement system. The Bulgarian reform was pronounced one of the top ten most successful reforms in the world (World Bank Report “Doing Business 2008”). That is why a lot of countries turn to us for sharing our experience. Project Space team was actively involved in all stages of the reform. |
